[ Madrid, circa 1817. | 3 £9 Ios This manuscript consists of twelve paragraphs, outlining twelve measures for the pacification of the disturbed area round Buenos Aires, during the Argentine insurrection. It is apparently the draft of a set of instructions to the Spanish Viceroy, issued by the Indies Ministry at Madrid; and, in the light of subsequent events, the aaa self-assurance of the statement “ give the insurgents to under- stand that they lack the necessary political support in order to obtain the inde- pendence to which they aspire,” makes interesting reading.
