This is a memorial sent to the King of Spain asking for the improvement of the condition of the Mexican Indians, relating ‘“‘ The Origin and Cause of the distribution of the Indians; the harm which was caused by the cessation of agricul- tural labour; and the means which should be adopted so as to avoid having distributing agents, who are the real cause of the injuries done to the natives.”
