![PUBLIC HEALTH ACT (11 & 12 Vict. cap. 63). Report to the General Board of Health on a further Inquiry held in the Parish of Berwick-upon-Tweud, in the County of the Borough and Town of the same, in consequence of the application of the Act having been recommended to the entire Municipal Borouqh, which includes the Townships of Tweedmouth and Spittal. My Lords and Gentlemen, As stated in my Report, dated 6th February, 1850, an inquiry had taken place, upon petition from the inhabitants of the parish of Berwick-upon-Tweed. In that Report I have given such evidence as was laid before me, as also the result of a per- sonal inspection of the municipal borough, and have stated my reasons at considerable length why I consider it advisable that the Act should be applied to the whole borough. The petition having been forwarded from Berwick proper (the parish), and not from the borough, it was necessary (to comply with the requirements of the Act) that a second inquiry should take place, to confirm, or otherwise deal with, the recommendation contained in my Report. The proper notices were accordingly issued, and advertised as the Act directs, and the inquiry took place on Wed- nesday, May 29th, in the Town-hall. The following gentlemen were present:—The Mayor, the She- riff, Dr. Clarke, Dr. Edgar, Dr. Kirkwood; Mr. Fluker, surgeon ; R. Home, Esq., Town Clerk; Messrs. W. and E. Willoby, Mr. A. R. Lowrey, Mr. R. Forster, Mr. W. Paulin, Mr. Burnett, the Treasurer to the Corporation, and several parties from Tweed- mouth and Spittal. Abstract of Inquiry and Evidence. I stated the object of the present, inquiry, and read t he adver- tisement calling the meeting, after which Mr. Douglas, solicitor, said,— He appeared on behalf of the inhabitants of Tweedmouth and Spittal, to object to the proposed extension of the Act to those places. Mr. Burn, of Spittal, as a ratepayer, expressed his desire that the Act should be extended to Tweedmouth and Spittal. He had asked the opinion of several parties in Spittal that morning, and they were all, with himself, anxious to have it (the Act). 1 requested to be informed what the objections were to the application of the Act to Tweedmouth and Spittal. Mr. Douglas stated,— That within the last three or four years the inhabitants of Tweed- mouth had laid down gas-pipes, they had lighted the streets, and three- fourths of (he houses in the town were well supplied with water.
