![Public Health Act, 1936, and the emission of grit and dust, together with the recording of such emission, are not yet operative. Meanwhile the Council continue to control smoke nuisances by Byelaws under Sec- tion 104, Public Health Act, 1936, adopted in 1950, which prescribe the emission of two minutes’ dense black smoke during a chimney observa- tion of thirty minutes’ duration to be a smoke nuisance. As a result of visits by public health inspectors to boiler plant an appreciable amount of instructive work has been done encouraging stokers to adopt smokeless firing methods. Interviews with combustion and plant engineers have resulted in a number of voluntary improve- ments to boiler plant either being effected or planned, for future installa- tion. During the year five boiler plants incorporating Lancashire boilers were converted to oil fuel. The largest of these was a battery of five Lancashire boilers at a paper mill. Other cases included three Lanca- shire boilers at a spinning mill and weaving shed, and the boiler plant at a bleach croft and dye works, where a new oil-fired Lancashire boiler with mechanical stokers, and draught and complete instrumentation was installed. New chain grates and mechanical stokers were also installed to a Lancashire boiler at another bleach croft. New instruments were also installed to four Lancashire boilers at a dyeworks. Courses for the Boiler Operators’ Certificate and in Boiler House Practice complying with the syllabus of the City and Guilds of London Institute continue to be held at the Municipal Technical College, and receive fair support from firemen and engineers. The Council retain their membership of the Manchester and District Regional Smoke Abatement Committee and the National Smoke Abate- ment Society, where they are represented on the local executive. OBSERVATIONS ON ATMOSPHERIC POLLUTION. Two standard deposit gauges are stationed within the Borough. The following table records the details of observations taken.
