It is open to question whether those diseases which show an increase are better evidence of national degeneracy than those which show a decrease are evidence to the contrary. It is, however, without question that there is a large increase in insanity, after making all allowances for improved diagnosis and the suicide rate has shown a distinct rise. Apart from the evidence of the Reports of the Registrar-General, the case for physical deterioration receives support from the Report of the Director-General on the ‘ physical unfit- ness of men offering themselves for enlist- ment.’f It is here pointed out that ‘a very large proportion of the men who offer them- * Vide Lecture by Dr. R.
