    LETTER OF TRANSMITTAL Untrep STatEes DEPARTMENT OF LABOR, Women’s Bureav, Washington, April 14, 1948. - Sir: I have the honor of transmitting a report on the Women’s Bureau Conference, The American Woman, Her Changing Role— Worker, Homemaker, Citizen, held on February 17, 18, and 19, 1948, in Washington, D.C. The Conference was participated in by women representing 70 women’s organizations, civic and professional groups, and labor unions; by women administering State labor laws; and by women from management groups.
