    On the Influenza Epidemics of 1889-90,1891. and 1891-92; by Dr. Parsons. in France, Low Countries and Peninsula. Revival also iu Russia and bor- dering countries in autumn of 1891. epcapcil lightly. In Scotland, and tlie places in Cornwall and South Wales first attacked, the epidemic was declining at the end of 1891, and in Eno;land generally it subsided in the course of February. In France, which had escaped the earlier epidemic of 1891, but where local outbreaks had occurred in the provinces earlier in the autumn, Influenza became epidemic in October. In Paris it is said to have broken out in the week ending October 14th, but the mortality did not begin to rise until the middle of December, and did not altaiu its maximum until the third week in Januaiy 1899. Influenza was epidemic in October and November, in the departments of Charente and I)ordogne, in the S.W. of France; it was reported at Havre on December oth, and by January was general over France, being espe- cially severe in the northern depai'tments on the borders of Belgium. The latter country and Holland al^o suffered from the epidemic in December and January. The highest death-rate was reached in Brussels in the second and in Amsterdam in the fourth week of January. In Spain and Portugal also local epidemics seem to have developed into a general one. Influenza is reported as epidemic in the northern parts of Portugal in August an l September 1891, and there were then a good many cases in Lisbon. On October 1st it was prevalent at Coimbra, and in the end of November was general iu Portugal, being especially severe at Thomnr and Evora, in the cc^ntre aud south of that kingdom. At Lisbon it was less severe than iu 1890, an<l wa^ on the decline at the beginning of January. In November it had reached the Azores. In September 1891 Influenza was epidemic in the provinces of Caceres, Jaen, and Cordova in the south and west of Spain. In the begin- ning of January it is reported as epidemic alike at Santander in the north, at Granada in the south, and at Barcelona in the east of Spain, and on February 8th as increasing at Madrid. At Gibraltar Influenza had appeared on Deceii ber Hih among troops just airived from England, but an epidemic docs not seem to have immediately followed. The disease is reported as jirevaleut there; on February 7th. Another focus of renewed activity of Influenza iu the autumn of 1S91 was in Eastern Europ;% in Russia and the countries bordering on it. It will be remembered that of European counivies Russia was thvj first to be attacked in 1889, and in the earlier part of 1891 Influenza also pre- vailed there to some extent. In St. Petersburg the number of cases of Influenza reported in August was 23, in September 190, and in the first fortnight of October 213. ( Lancet, November Uth.) It is reported in newspapers of October 23rd that Influenza had re- appeared in Austria, having begun in Cialicia, into which province it had been imported from Russia and Russian Poland, and where it had been extensively prevalent in Lemberg and other towns. It had also reached Vienna, where the first cases had occurred about three weeks before. On October 2'ith it was announced that an epidemic of Influenza of a malignant nature had broken out at Miinsterberg, and on October 29th, in the town and district of Neisse, in Silesia; it spread rapidly in this province during November, and also in the provinces of Posen and West Prussia, all of these being frontier provinces bordering on Russian Poland. In Roumauia Influenza, which had been raging for weeks in Moldavia, the province nearest Russia, was announced on October 31st to have reached Bucharest. In the middle of November Influenza had become epidemic in St. Petersburg, and in the large towns and famine-stricken districts of Southern Russia, and continued so during December.
