![PREFACE The Offices, Shops and Railway Premises Act 1963 received the Royal Assent on the 31st July 1963, and, if Ministerial prognostications are correct, is likely to come into operation in ‘“‘about a year’’ from that date, by which time it is anticipated that the Minister of Labour will be ready to put into effect many of the regulations which the Act gives him power to make. Although to publish a book on the Act without the regulations may be like producing ‘‘Hamlet’”’ without the Prince of Denmark, one reason for doing so is the veiled warning given by the Minister’s Parliamentary Secretary (Mr. William Whitelaw) at the conclusion of the Second Reading debate in the House of Commons—“‘In the meantime, I hope that owners and occupiers generally will use the time [the year already referred to] to bring their premises into compliance with the Act as soon as its details have been decided’’ (667 H. of C. Official Report 683). The fact that the Act is closely modelled upon, and in many instances follows the wording of, the Factories Act 1961 has enabled us to state the meaning and effect of many of its provisions with a measure of confidence, and we hope, therefore, that early publication will assist not only those who have to comply with the Act but also those whose task it will be to enforce it. We have stated the law as we believe it to be on 1st October 1963.
