    With these facts before us we can ascertain what proportion of the poverty in York would be relieved if pensions were paid to all those reaching the age of 65. The amount of pension need not here concern us. We are only concerned with the number of persons living below the Poverty Line who have reached the age of 65, and who would, therefore, be affected by a Scheme of Universal Old Age Pensions, payable at that age. The following table supplies this information, distinguishing between those in “ Primary ” and “ Secondary ” Poverty :— Table showing the Number of Persons “in Poverty” who WOULD RECEIVE PENSIONS UNDER A SCHEME OF UNIVERSAL Old Age Pensions payable at 65. “Primary” Poverty. “ Secondary ” Poverty.
