Any town which has lawfully established Non-residents •^ •' may use public or may hereafter lawfully establish public baths, wash ^a'^^, etc., '' ^ i. 7 under certain houses or open bathing places, may authorize its officers conditions, having charge thereof to permit persons not residents of said town to use said baths, wash houses and open bathing places, under such rules and regulations and upon pay- ment of such rates as may seem expedient to such officers ; but such rules and regulations and rates of payment shall be subject to alteration at any time, and such town may at any time revoke such authority.
