Description
The appointment of a committee to inquire into the state of Ireland was a censure to the Marquess of Normanby. Lord John Russell's resolution in the House of Commons carried by a majority of 22 is portrayed as a "cure". Lord Morpeth stands behind Normanby as if stricken. Shiel clutches a pair of scissors and Lord Melbourne introduces Russell to the patient
