One third of the members retire every year, being tho.se who have been longest in office, but, if qualified, they are eligible for re-election. A member may become disqualified from any of the following causes - (a) Ceasinq to hold bis qualification ; (h) Becoming bank- rupt or going into liquidation, or compounding with his creditors ; (c) Being absent, except from illness, for more than six consecutive months ; (d) Taking any office of profit under the board ; (r) Entering into any bargain or contract with the board, or work done from which any profit may arise. Provided that no member shall vacate his office by reason of his being interested in the sale or lease of any lands, or in any loan of money to the board ; or. By reason of his being interested in any contract with the L.B., as a shareholder in any joint-stock company, but he shall not vote at anj' meeting of the L. B., on any question in which such company are interested, save that in the case of a water company, or other comj)any established for the cai'rying on of works of a like jiublic jiature, this prohibition may be dispensed with by the L.d.B. Tlie scale of qu.alificatioii of ratejiaycrs and owneifi is regulated by the Sturgos Bourne’s Act, as follows :— When the rateable is under £.o0 —1 vote.
