    Sec. cejitacles for the temporary depo.sit and collection of dust, cfcc., and also buildings, &c., for the matters collected by them; but the L. A. must be careful not to exceed tlieir powers, and they are not always allowed to do just what they please. 46 Any TaA. shall give notice to the owmer or occupier to whitewash or cleanse his house, or any part of it, if the necessity for so doing be cei’tified by the M.O., or any two medical practitioners—es])ecially if so doing would tend to prevent or check any infectious disease ; and this jirovision extends to R.A. as well as to U.A. By sec. 120 the certificate of one practitioner will suffice, if the object of disinfection is “ to ])revent or check in- fections disease,” in cases of emergency. If the person to whom notice is given does not comply therewith within the time stated, he becomes liable to a penalty not exceeding 10s. for every day he is in default; or the L.A. may do the work and recover expenses. If, in a L.B. district of 10,000 or more inhabitants, the INl.U. finds premises in a condition dangerous to health and unfit for human habitation, he must inport thereon to the L A. ; and he must also do so on receiving a representation from one or more householders living in or near the street where the jn-emises are situated. On his report, the L.A. are to take action under the Artizans and Labourers Dwellinsis Act (31 & 32 Vic. c. 130). Now% also, under the Artizans and Labourers Dw-ell- ings Improvement Act, in urban districts containing 20,000 persons, the M.O. may make an official repre- sentation to the L. A., showing that an area is unhealthy, w’ith a view to an ini]irovement scheme licing made for
