    the crowding of these may surely in many cases at least be prevented by the Police. Perhaps it might be thought a strong measure to enter a man’s house, and regulate the accommodation of his family, even though public good seemed to require it, but I should conceive that lodging- houses are strictly under the cognizance of the Police, and that the Magistrates are quite entitled to licence these, and to put them under regula¬ tion. This would be of great use; it is in them chiefly that crowds form, and from them conta¬ gion is most readily disseminated by the constant flux and reflux of the lodgers. With regard to the lessening of some of the circumstances which favour the action of con¬ tagion, I am confident the Police can and ought to do a great deal. They can compel the removal of the dunghills, or the filling up of the ground on which they stand, so that they may no longer remain a pool of stagnant filth; they can renew the pavement in the closes, giving them all an inclination towards the street, so that the water may not stagnate in them; or, if this cannot be done, they may put drains in them, to carry the water to the common sewer #; they can compel the cleaning of the closes * Most of our streets, it is hoped, have sewers now; if not, they ought to be made where they are wanting.
