No text description is available for this image![OFFENSIVE TRADES Baddesley Ensor Pariah At the end of the year the Council gave consent to the estab- lishment of a trade as Fellmonger at isolated premises in the Baddesley Ensor/Dordon area. The present consent is for a period of three years. Hartshill Parish In February complaints were received of offensive odours in the Hartshill area and it was alleged that they were emanating from a new animal by-products factory which had just started test runs. Investigation confirmed that this was so and the matter was immediately taken up with the Company concerned; under Section 107 of the Public Health Act, I9363, the Council refused to give consent to the establish- ment of this offensive trade until it could be shown that the plant could be operated v^ithout causing nuisance. Planning consent to erect the factory had been obtained in 1 968 following an appeal. The plant was the first of its type to be installed in this Country; it provides a continuous process under vacuum. It was to be expected that, with such a plant, some ’teething* troubles would be experienced and close contact was maintained between the factory manage- ment and this department in order that conditions could be investigated as complaints were received. Prevailing winds blow from the factory into fairly open country but the reverse winds carry any offensive odours towards a nearby village on high ground and it was \inder these conditions that the majority of complaints were received. Investigations revealed two principal sources of odour. The Company went to considerable lengths in their efforts to eliminate the nuisance by the installation of f\irther equipment, and experimented with various chemical agents.
