    crossings and connections with each other, and providing by whom, in what manner, and under whose supervision the work shall be done, and in what proportions, accord- ing to their respective interests, it shall be paid for by the parties affected;1 or providing that engines, cars, and trains shall be brought to full stop before crossing other rail- roads, and regulating precedence in crossing ;3 or requir- ing that signal-boards, bearing the words, Railroad crossing, or, Look out for the locomotive, or the like, shall be placed conspicuously at highways or streets where the same are crossed by railroad tracks;3 or regulating or prohibiting the use of any particular kind of locomotive power, for instance, steam,A or requiring that a bell and steam whistle shall be placed on every locomotive engine, and that they shall be sounded at every crossing ;5 or pre- scribing the rate of speed at which highways and other railroads may be crossed,6 or the rate of speed within the corporate limits of cities and towns ;7 or requiring that such portion of the tracks as lies within city limits shall be lighted at night ;8 or regulating the manner of making up passenger trains, or the method of heating and light- ing cars ;9 or requiring air brakes and automatic couplers upon passenger trains, or that closed cars in every passen- ger train shall be equipped with sets of tools for use in cases of accident; or providing that companies shall not 1 Fitchburg, etc., R.
