    lunate fhould (hare a common fate with the infamous, or that the barely accufed fhould, without diftin£tion, be clafied with the convifted prifoner; It appears to them, that in the prefent profligate ftate of morals, little reform can be expected from the mod a£tive exertions of the Magiftrate, unlefs they are feconded by providing proper places of confine- ment and difcipline, fimilar to thofe recommended by the humane and intelligent Mr. Howard. Convinced as they are of the neceflity of a fpeedy remedy, it is evident no fteps fhould be taken without thc general approbation, (as none can be efFeftua! with- out the active concurrence,) of the perfons of princi- pal landed property in the County;—To them there- fore the prefent Grand Jury think it their duty to fubmit their opinions, and they further recommend a reconfideration of the fubjecr to the Grand Jury at the next Summer Aflize;—previous to which, it may be prefumed the importance of the objedl will prompt the gentlemen concerned, to compare the end to be obtained with the means of obtaining; and the general feuie of the public on the undertaking may then be ascertained.
