![In reference to early treatment, the Report states :—“In the Ca«;e of every other type of Institution for the treatment of dis- ease. the aim is to get into touch with the patient at the earliest possible stage of his attack and to ward off, or at least to miti- gate its effects. Not so with the case of mental illness; contrary to the accepted canons of preventive medicine, the patient who is becoming mentally ill is not admitted or admissable to most r.f the Institutions provided for his treatment, until the disease has progressed so far that he has become a certifiable lunatic. Then, and then only, is he eligible for treatment.” Mental illness must be distinguished from feeblemindedness (mental deficiency], the latter is a failure of mental development, and is incurable, while mental illness is often preventable and in many cases curable. BACTERIOLOGICAL WORK. During 1929, 2 throat swabs were examined by the Clinical Research Association; London, for the presence of Diphtheria bacilli, in neither case were these organisms detected. 8 spec- imens of blood were sent to the Birmingham University Labor- atory for examination for the Wasserman re-action, 2 were pos- itive, 2 doubtful and 4 negative. Information in regard to milk samples is given under ‘Milk Supply’. SALE OF FOOD AND DRUGS. The following are particulars of samples taken from analysis by Mr. Powell, Inspector under the Foods and Drugs Acts, during the year. Public Health—Condensed Milk Regulations 1923-27, l'wo samples taken complied with the Regulations. Public Health Dried Milk Regulations—1923-27, no samples were taken. Public Health Preservatives in Food Regulations— 025-27; Particulars are given in the table which follows.
