    Of support personnel, the number of assistant research workers and technicians rose between 1960 and 1970 (from 112,000 to 164,000). How- ever this number has not risen as rapidly as the number of researchers, which, in fact, has since 1968 been higher than the number of assistants and technicians. After falling slightly in the 1970s, the number of assistants and technicians demonstrated a generally rising tendency in 1980s. Nevertheless, the rate of increase has been low, and a considerable gap with the number of researchers has developed. 1.1.2.2 Increases in Numbers of Re- searchers According to Sector Fig. 1-1-9 shows relative increases in the number of researchers in each sector since 1960, which is assigned the arbitrary value of one. This graph shows that the number of re- searchers in companies and at universities rose at roughly the same rate until 1980, since which the number of researchers has risen at a higher rate in companies than at universities.
