The first two measures are already under discussion in the context of a possible stage IV of EC legislation on vehicle emissions. Conclusions 2.99 It remains very difficult to reach firm and quantified conclusions about the effects of air pollution, largely caused by vehicles, on human health. There are demonstrable effects on the natural and built environment.
