Ordered, That the draft Report be read a second time, paragraph by paragraph. Paragraphs 1.1 to 5.2 read and agreed to. Resolved, That the Report be the Seventh Report of the Committee to each House. Ordered, That certain papers be appended to the Report. Ordered, That the Chairman do make the Report to the House of Commons and that Baroness Stern do make the Report to the House of Lords.
