The ‘“‘ Letter” excited great attention; though generally attributed to William Pulteney, Earl of Bath, the actual instigator, it was really written by John Douglas, Bp. of Salisbury. The ‘‘ Remarks”? have been attributed to the Rev. Josiah Tucker, William Burke and Charles Townshend respectively. Both pamphlets were also printed at Boston, U.S.A., in the same year. Franklin and Richard Jackson published a reply to the ‘‘ Remarks” in “ The Interest of Great Britain Considered.” DUGMORE (A. A. His famous report on Canada was ascribed by Brougham and many contemporaries to his secretary, Charles Buller, but Stuart J. Reid, his biographer, says that. this was a slanderous statement.
