There shall he general meetings of the .said Association hehl from time to time as hereinafter mentioned, and there shall always he a Cxmucil to diicct and manage the affair,^ of the .said general meetings: and the Council shall have the entire direction and management of the said cor])omtion in the manner and subject to the regulatiouij hereinafter men- tioned ; and at all general meetings and meetings of the C^ouncil the majority of the members present having a right to vote thereat respectively shall decide upon the matters proposed to sucli meetings, the ])er.son presiding having, in case of an eipiality of votes, a casting vote.
