    Inquiries as to Draft Regulations. (8) The Commissioner may give such directions as he thinks necessary as to the order in which the draft Regulations and the objections thereto shall be considered, and as to the order in which the parties appearing at the inquiry shall be heard. (4) If any person who has not made objections to the draft Schedule to the Act, claims to be heard at the inquiry, the Com- Missioner may require him to state his objection in writing in the manner provided in the said Schedule. (5) If the objections to any draft Regulation made by more than one person appearing at the inquiry appear to the Commissioner to be the same in substance, he may select any person whom he considers representative of the largest number of persons affected by the draft Regulation to state such objections and to call evidence {if required) in support of such objections; provided that any other person making the same objection may be heard subsequently by the consent of the Commissioner. (6) The Commissioner may stop any statement which appears to him to be irrelevant to the draft Regulation or objection under consideration, or to involve unnecessary repetition of arguments already fully stated. (7) Subject to the provisions of the Third Schedule to the Act and to the foregoing Rules all the proceedings shall be conducted in such manner as the Commissioner may direct. E.
