    refuses or neglects to pay the same, the Board, after giving three months’ notice of their intention to do so, by posting a written or printed notice in a conspicuous place on the structure, in respect of which they have imposed such fines, or on the land whereon it stands, may sell such structure ; and they shall, after deducting from the pro- ceeds of such sale the amount of such fines imposed by them, restore the surplus (if any) to the owner. 20. The powers and duties imposed by these regula- tions on the Board may be exercised by the Sanitary Com- mittee thereof. 21. The penalties from time to time inflicted under the above regulations shall go to the Nuisance Authority, and shall be accounted for by them as receipts under the Act of Parliament. Confirmed, S. H.
