Description
Thomas Spring-Rice's balancing act is an allusion to the church-rates. The crowd of parliament political personages includes: Lord Ebrington, Sir William Molesworth, C. Buller, Joseph Hume, Lord Brougham, J.A. Roebuck, Sir John Hobhouse, Sir Francis Burdett, John Bull, the Duke of Wellington, Sir Robert Peel, Lord Stanley, Lord Lyndhurst, Sir Robert Inglis and the Archbishop of Canterbury
