Mr. Mayor, Aldermen, and Councillors,— I beg to submit my Animal Report for 1898, which is the twenty-first I have made for the Urban District of Torquay. Birth Rate.—During the past year 451 births have taken place in the Borough, or a rate of 17*6 per 1,000. The birth rate for England and Wales in 1898 was 29*4 per 1,000. This is a further decline in our birth rate. During the first ten years of my tenure of office as Medical Officer of Health, the average number of births per annum was 596, and for the second period of ten years it was 507.
