3. Fifteen days prior to the Annual General Meeting, [held on the First Monday in the Month of May], the Secretary shall prepare a list, stating the names and residences of the persons proposed, with the names of their proposers, and also of the Members of Council who remain in office, as well as those who retire by rotation, with any vacancies arising from deaths, resignations, or other causes, together with a record of the attendances of each Member of Council during the year ; and he shall within three days thereof send a copy of such list to the registered address of every Member in the United King- dom, and in case of Members resident abroad he shall forward at a convenient period to their registered addresses the prescribed but blank form of voting paper, omitting names of candidates proposed. Such papers to be returned to the Secretary seven clear days prior to the election. 4. Every person on voting must erase the names of all Candidates for whom he does not intend to vote. If more names are left in than there are vacancies in the Council, the paper will be rejected. 6. Previous to the commencement of election of Members of Council, the Council shall nominate not less than twelve persons to act as Scrutineers. The Presi- dent shall nominate substitutes in case of non-attendance ; the President or one of the Vice-Presidents shall be present when the voting papers are opened and when the votes are counted.
