![HOUSING I]\/[PROVEI'ffiNT Two Compulsory House—Improvement Areas were defined and declared under the Housing Act, 19^4 in previous years. Follow—up work done during the year in respect of these areas is shown in Table 8 and of the compulsory improvement of dwellings outside these areas in Table 9 - An Improvement Area is one v/hich contains dwellings lacking one or more of the standard amenities but at least half of which are capable of improvement to the full standard. Turing the year, 60 applications for improvement grants were approved. The average cost of a bedroom/bathroom conversion, the provision of a water closet ant ' satisfactory food store, amounted to £294? s,nd of similar outbuildi:ug jcnversion, including the same extra amenities, £656. Th'u she number of improvement grant applications approved continues to grow -is pleasing, though the growth is much too slow. Perhaps legislation should be iuProduced which would empov/er a local authority temporarily to acquire any suitable house, equip it with the standard amenities, pay itself a standard grant, fix a fair rent and then hand it back to the private owner. It must be remembered that a great deal of this v;ork takes the official on to private premises and into people’s homes, v/here intrusion, however lawful and laudable, is easily resented. It is imperative that any approach be made with common sense and human understanding.
