Under what authority do you ifiue money to the Agent for the Out-Penfioners ?- A. On Warrants from the Board. <1 35- what part of it is in the Bank of England. What ufe is made of the Accounts thus furniHied y ou -A. I know that he is limited by an Order of the Board to retain not more than 5,000 in his own hands, and this Ablira<St enables me to check that, amount, which I confidcr it my duty to do, and I underftand duplicates of thefe Abftradls are furnfthed to the Paymafter General, and the Agent’s Balance at the end of the half-year is always (c) deducted from the fum requited for the half-year enfuing. for the expenfes of the , or otner Officers to whofe Departments they immediately belong, by whom they are examined and cer¬ tified, and the Comptroller then makes out an Ah fir act of their amount, which Abftradt, together with the Bills, is laid before the Board, and Warrants are made out for the feveral fums, on the authority of which I pay them; thefe payments arc made half-yearly. Q. 37. Do you make any payments except under the authority of Warrants ? Qa 36. On what authority, and at what times, do you pay the Biils fo ■Houfe ?-A. The Bills are firft cartied to the Comptroller, Steward, are various finall payments made in the courfe of the half-year, fuch as thofe to th Whitller, the Gardener, the Furlough-men, Men going on the Out-Peniion, Parochk A. There the _ al Taxes, and fome others ; thefe Bills when paid are carried to the Comptroller who includes them in an Abflradl at the end of the half-year, and Warrants are then obtained tojuflify the payments. Q. 38. What Accounts do you furnifh of the monies which pafs through your hands ?_ A. As I faid before, I furnifh the Paymafter Genera], as Treafurer, with an account quarterly of the Receipts and Difburfements, fhewing the balance ; and I furnifh an annual Account to the Office of Audit of all Receipts and Difburfements, with the Vouchers in fupport of the fame. Q. 39. Is that annual Account which is delivered to the Audit Office, previoufly examined by the Board, or any other authority ?-A. It is delivered to the Paymafter General, and goes in as part of his Account; it is not examined by any other authority. Q_ 40. To what period has this annual Account been made up and delivered to the Paymafter General?-A. To the 24th December 1810, and was delivered to the Paymafter General before the 24th March 18 11. a and ft . 41. Do you know whether this Account has fince been tranfmitted to the Office of Audit, f it has, whether any proceedings have yet been had on it there ?--A. It has been delivered over to the Audit Office, and has been there examined, and has lince been declared. Additions and Amendments by Lieutenant Colonel Wilson, on the27th February 1812. A. 8. CR 4^* For what purpofe do you attend at the Bank, and on the Accountant General at the Court of Chancery, for which there is a charge for coach hire of jT. 7 10 s. in your Contingent Bill, in each half-year of 18x0?-A. I attend at the Bank for the purpofe of having the fums received from the Paymafter General entered in my book, and to have my drafts entered up, which is required to be frequently done; and to obtain checks for draw¬ ing upon the Bank, for which I give receipts; and I attend at the Accountant General’s to receive dividends from Stock left for the benefit of the Penfioners by Lord Ranelagh and Mr. La Fontaine; and the charge includes other occafions of attendance, as on the Paymafter General, and at the Audit Office, and fome others. Qi 43* 1° what manner do the large balances arife, which appear from the Statement received from you to be in your hands, or at your difpofal at the commencement of the feveral half-years from the 25th December 1805, to the 24th June 1811 ?-A.
