Letter from the post-master-general , accompanying draughts of two bills, with explanatory remarks, relative to the post-office and post roads within the United States, pursuant to a resolution of this House of the fourteenth of June, 1798;-- also, his report on the petitio of Ezekiel Williams, referred to him by order of the House, on the same day. 8th January, 1799, referred to the committee appointed on the 24th ultimo, to enquire whether any, and what amendments are necessary to be made in the act, intituled "An act to establish the post-office and post roads within the United States."
