Description

The CNA primarily had two roles: the task of transforming and modernising the sector through the creation of self-managing and self-financing water enterprises, and an ongoing regulatory role as the National Water Authority. Eric Miller worked in a consultative role with the CNA to offer a proposal to develop its organisational structure and esnure that both roles could be successfully managed and fulfilled

File 1: Includes Eric Miller's field notes on the organisation and its relationship with rural development; administrative correspondence; draft copies of document 'A National Policy for Rural Development: A Discussion Paper' and associated correspondence.

File 2: Includes other related documents on the Commission and on organisational change, mostly Spanish, and a copy of a proposal for the reorganisation of the Mexican Water System prepared by Eric Miller and others, in Spanish (1988).
