    Public Health Department, The Council House, Malvern To: Chairmen and Members of the Malvern Urban and Upton Rural District Councils Ladies and Gentlemen, ■ I have the honour to present a report on the movement of persons into and out of the districts during the period-1951 - 1961. Population Movement 1951 - 1961 - Malvern Urban and Upton Rural Districts For some years it has been felt that more should be known of how the population of the districts has altered when compared with alterations in the population of England and Wales as a whole. In particular, I have tried to estimate the movement into and out of the districts bj age groups in the hope that the information obtained will enable a better forecast to be made of population trends. Persons born in the five years prior to the end of April, 1951 will have reached an age of 10 - 14 in the jrear 1961. If, therefore, we compare the population of England and Wales aged 0 » 4 in 1951 and 10’- 14 in 3-961 we shall obtain a ratio which will enable us to deduce from the 0 - 4 age group in Malvern or in Upton the size of the 10 - 14 age group. Any difference between this and the actual figure represents a variation from national experience, presumably largely due to migration into and out of the district. So far as the national figures are concerned, I must draw vour attention to'the seemingly impossible situation where there are 8,000 more children aged 10 - 14 in 1961 than there were children aged 0 - 4 in 1951. This discrepancy is due to immigration into the country from outside. The working details from which my conclusions are drawn are to be found in the appendix. On the basis of this forward look it is not possible to provide a figure of the estimated popu3_ation in 1961 of the 0 - 9 age group to compare with the actual 0 -9 group given in the Census of 1961. It should be noted that the Census’ figures refer to persons actually present within the district on the nights of the enumeration namely on the nights of the 23/24th April, 1961 and of 8/9th April, 1951. Both Census’ dates occur during the school holidays and, therefore, neither resident staff nor children at boarding schools were present at these establishments. The Registrar General’s annual estimate of population refers to persons normalljr resident in the area. Therefore, his estimate is larger than tha.t obtained from the Census' -Report. The difference between the two figures in the case of Malvern corresponds almost exactly to the known numbers in boarding schools. 1.
